Make sure $X_CFLAGS are visible when running configure tests for X11 and

HGL libraries. Enables X11 and HGL Haskell bindings.
Tested on amd64 and x86.

Disable the ffi on all platforms. Too flakey, caused ffihugs to dump
...
core on sparc64. No ffi was the old hugs' behaviour.
Also respect $CC while we're here.
