Data::Buffer implements a low-level binary buffer in which you can get
and put integers, strings, and other data. Internally the implementation
is based on "pack" and "unpack", such that Data::Buffer is really a
layer on top of those built-in functions.
This patch fixes a problem where low privileged users can invoke the
LOAD extension to load arbitrary libraries into the postgres process
space.

A bug in Opera's file download handling causes the download dialog to
give wrong information to the user when a data URL with an executable
file is loaded. In some cases, it will tell the user that the file will
be opened with NOTEPAD.EXE.[...] But when the user clicks "Open", the file
is executed.
