- Update to 20030709. Fixes display bugs.
...
- Paths for both current and old versions in MASTER_SITES.
- Switch to .bz2 because old distfiles are only available this way.
- Remove versioned executable.
- Move install message into separate file.

Let ircII install as ircII to avoid conflict with the irc package.
...
This is the *only simple way* to prevent users from running into trouble
if they decide to install both packages, which they are perfectly
entitled to do.
