ish: fix an infinite loop on unsigned char archs
...
Decoding using the -lf option on powerpc made ish freeze. A looped
fgetc(3) call never reached EOF, since the return value was stored
as a char, that is unsigned on powerpc and arm*, instead of int.

Reverse the polarity of MODPY_VERSION; default is now 3.x,
...
if a port needs 2.x then set MODPY_VERSION=${MODPY_DEFAULT_VERSION_2}.
This commit doesn't change any versions currently used; it may be that
some ports have MODPY_DEFAULT_VERSION_2 but don't require it, those
should be cleaned up in the course of updating ports where possible.
Python module ports providing py3-* packages should still use
FLAVOR=python3 so that we don't have a mixture of dependencies some
using ${MODPY_FLAVOR} and others not.

Remove run dependencies from p5-JSON-Any. Without JSON packages
...
the module runs with JSON::PP from Perl base. Add test dependencies
to check that it passes with any JSON package installed.

disable k2pdfopt in converters/Makefile, it was already marked BROKEN
...
but it had a dep on graphics/openjpeg which has been removed, causing
problems for dpb/sqlports.
add some notes from my several failed attempts at updating this port to
k2pdfopt/Makefile.
