get_iplayer doesn't need to depend on the crusty id3lib tagger, it prefers
...
perl MP3::Tag instead which is better (and already a dependency, so this
doesn't involve any runtime change). remove dep and associated patch.
tweak sample config while there.

This switches to different programme data feeds following the BBC
removing the ones used previously. However, these are less useful than
the previous feeds, and may well also be removed. See release notes for
