sebastia	2227964010	Add -u <username> flag for arpwatch, so it can drop privileges after ... start. rcscript updated to drop privileges per default. Slightly modified patch taken from Debian/Ubuntu which originates from RedHat While there /var -> ${VARBASE} as suggested by ajacoutot.
