Let ircII install as ircII to avoid conflict with the irc package.
...
This is the *only simple way* to prevent users from running into trouble
if they decide to install both packages, which they are perfectly
entitled to do.

upgrade to ircII 4.4S
...
LOTS of changes including:
- fixes the buffer overflow
- adds support for IPv6
- adds ICB support!! ;)
