- bump major for SO_VERSION
- remove TEST_TARGET from eina as it's disabled in the Makefile
- regen WANTLIB for emotion and evas

Don't randomly build the xine module.

Explicitly disable Generic Player VLC. This was enabled by configuree
now that we have shm_open(), but it needs Linux prctl(2).
