Update gnugetopt to 1.1.6 and take MAINTAINER.
...
- fix MASTER_SITES
- enable tests (including patches for slightly different outputs)
- remove do-install target, installation is done with provided Makefile
- remove patches for examples and s/getopt/gnugetopt/ in post-extract
- rework/regen patches
