Update to maclookup-1.6, adds "maclookup -e" which adds the vendor
...
name to the end of the line rather than inline, useful for annotating
dhcp configs.
Add Text::CSV_XS dependency, it's small and 10x faster than CSV_PP.

move mac address databases to a subpackage, and generate it based on the newer
...
CSVs which include MA-S (32-bit vendor), MA-M (28-bit vendor) as well as the
old standard 24-bit vendors.
