avoid aliasing between MASTER_SITES and PATCH_SITES, e.g.,

MASTER_SITES=some_sites
PATCH_SITES=${MASTER_SITES}
MASTER_SITE_SUBDIR=one_dir
PATCH_SITE_SUBDIR=second_dir
now works
