Mandoc understands enough tbl(7) now, drop USE_GROFF and bump.
Admittedly, two tables look substantially different. But the input is clearly broken (literal tabs and .PP macros inside tbl text blocks), mandoc loses no information, and the groff rendering is uglier than what mandoc does.
