Makefile.template tweaks, ok ajacoutot jasper espie:

Browse Source 
- move GH_* up alongside DISTNAME and adjust text
- suggest use of portcheck
- add a 60-column ruler for COMMENT
- expand USE_LIBTOOL comment, "don't use if you just need the m4 files" etc
- some other small wording/whitespace tweaks
