update to net-snmp 5.8rc3 to get some wider testing (hoping the release isn't
too far off, and I'm fed up with this mega-diff sitting in my tree gathering C's :) add a flavour "readonly" which uses --enable-read-only, this disables all code handling SETs.

The U64 typedef conflicts with a typedef in a Perl header file. Hence
