Add a -guic subpackage for gtk-update-icon-cache. This allows for gtk+3 to not depends on gtk+2. We will now also be able to properly set a dependency on gtk-update-icon-cache for apps installing icons.

gtk-update-icon-cache creates mmapable cache files for icon themes.
