Lars Balker Rasmussen e896c6bcb3 Add backpan.cpan.org as a last resort mirror, to remove the often seen ... failure case where the package a port relies on is moved from cpan to cold storage (backpan). On my system, it takes 70 seconds to fall through the mirrors before hitting backpan, which is enough to be annoying (so you press C-c and file a PR), but not enough to ruin the normal use-case (make install elsewhere and go fetch coffee).
