Akinori MUSHA c5d5a0fd6a Add MASTER_SITE_RINGSERVER which consists of 21 servers (and one
roundrobin server) located in Japan.

The RingServer Project is one of the largest FTP/HTTP mirror site
networks in Japan.

They mirror many freesoftware archives listed in the following page:

	http://www.ring.gr.jp/ring/softlib/scatalog-j.html

Hereby the following MASTER_SITE entries are now powered by
RingServers.

	MASTER_SITE_XCONTRIB
	MASTER_SITE_XFREE
	MASTER_SITE_GNU
	MASTER_SITE_PERL_CPAN
	MASTER_SITE_TEX_CTAN
	MASTER_SITE_SUNSITE
	MASTER_SITE_KDE

I believe this would greatly reduce the traffic from Japan to US and
European servers.

To Japanese users:

Please configure your MASTER_SORT and/or MASTER_SORT_REGEX properly to
use those mirrors instead of foreign ones! :>
