Nik Clayton 73441f1aaf Upgrade to 1.38b (fixes TeX capacity problems when building the PDF ... version of the Handbook). Removed Japanese localisation patches (no longer needed, per e-mail with Jun Kuriyama). Patched distfiles to work with DocBook 3.0, because we haven't upgraded to 3.1 yet.
