Joerg Wunsch 464f3cfdfa Switch from MASTER_SITE_GNU to MASTER_SITE_GCC; it seems the GNU mirrors
aren't up-to-date for GCC these days.

Also, document the 0b binary constants hack committed a few hours ago.
