Daichi GOTO 372363f832 update news/inn:
- Add python knob
  - Add WITH_TAGGED_HASH (from PR 36587 (thanks to Thomas Seck)
  - clean/move stuff from do-install: to post-install:
  - make "portlint -A" happy
