Update to version 1.3

We need to byte-compile the elisps to show logo when lookup starts up.
So I make these elisps byte-compiled.

Update with the new PORT{NAME,VERSION}/PKGNAME{PRE,SUF}FIX variables.
...
Now try to use those variables everywhere around DIST* and PATCH*
definitions as far as possible, for ease of the future updates and the
neatness.
Okay, 60% of `japanese' ports have been done. :)

No need to create ${PORTINFORDIR}/dir explicitly -- install-info does it for
...
you.
Besides, the check was incorrect, causing the dir file to be always wiped out!
