o respect CFLAGS.
o add LIB_DEPENDS to gettext and use shared libintl.
o add USE_LIBTOOL to supress installing ltlibs.
o add CONFIGURE_ARGS tweak to get the fast and accurate output(I believe).
o obsolete patch-ab(integrated).
