So standardize on that, and move them to the end of the file when necessary.
Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.

my ports in the past 3 weeks while ports were broken on any 10.x
machines, which means I'm unable to maintain them. So let people know
that there's no available support for them until things are back to
normal (which also means that anyone with spare time will be able
to fix them without getting approval).
- Switched back to using devel/pear pear-deinstall script, since local one
is overwritten during install phase anyway
- Changed location of pear script in pear-install to LOCALBASE, so it can
be located during installation to non-standard PREFIX
- Remove extra bsd.port.pre.mk include from postgresql82-server

Suggestions and patches from: ache, C. Burns, wen
of security fixes in the announcement message and changelog, all of
the fixes were already applied in the previous port update (to
3.4.6-rc1). In fact, diff'ing the distfile tarballs between 3.4.6-rc1
and 3.4.6 shows that the only change is to update the version number.
