Remove myself as MAINTAINER from a number of ports I no longer

chown --> /usr/sbin/chown
(not everyone has /usr/sbin in their path, esp. if you sudo'ed to root)
mkdir -p --> ${MKDIR}

The master-site seems to have been changed from romulus.ucs.uoknor.edu

to ftp.uoknor.edu. Update the Makefile to reflect this change.
