Use GCC from ports to build it.
Since this is mostly about G3 and G4 machines that users have and OpenBLAS supports only G4 of those, target G4.

- Chase devel/apache-commons-io update to 2.7. Although it is binary
compatible with 2.6, scilab hardcodes path to the versioned jar.
- Patch scilab configure script to avoid dependencies on versioned jar files.
- Update to 6.1.0. Requires decent c++ compiler and iconv from ports.
- Clean up patch target: remove no longer needed patches and those ones which
don't affect build - at least for me.
- Remove MAKE_JOBS_UNSAFE. It was added in svn r417126 arguing that many
ocaml-dependent ports are not jobs safe, but there were no logs to analyse.
The plist change in that commit is unrelated to jobs safety.
power elliptic curve L-functions; it can compute up to about 64 digits of
precision.
It was bundled with SageMath, and now will be used as a dependency.

Since libmpi.so is installed by both mpich and openmpi many ports suffer from a problem that even when
they are built to link with openmpi, they still use libmpi.so from mpich when it is installed.
This makes such ports broken or error prone.
Upstream release notes:
* A patch release that corrects the SO version for the v2.5 release,
which missed getting bumped in v2.5.0.
* This release also fixes an improper failure in IlmImfTest
when running on ARMv7 and AAarch64.
Bump PORTREVISION of all port directly requiring ilmbase or openexr
that are not marked BROKEN (shlib/.so file version bump).
Test build of all port directly depending on ilmbase or openexr
succeeded in poudriere in a 12.1-RELEASE amd64 jail.

This version fixes a problem that only affected getopt_long() on Linux
(or rather, the GLIBC implementation) by replacing its use by optparse().
In addition, this version features a PRNG that can be used to generate
arbitrary length pseudo-random numbers and 5 new translations (for Dutch,
Japanese, Polish, Russian, and Simplified Chinese).
These translations have been generated and verified with online tools
(https://www.deepl.com/translator and https://translate.google.com)
and might therefore not be fully correct - a review by native speakers
would be appreciated.
