devel/php-composer: Update to 1.10.24, Mark DEPRECATED 

Upstream is deprecating this version of composer and dropping support
for it in the packagist.org servers. No expiration set since upstrteam
has not stated an hard deadline.

Please consider updating to devel/php-composer2.
