- update to 1.4.11

- remove redundant MASTER_SITE_SUBDIR
- align whitespace, remove empty line

while here:
- trim Makefile header
- remove indefinite article in COMMENT
- convert to optionsng
- fix packing list with python32
- tab -> space change in pkg-plist:WWW
