[meson] Do not build test programs by default
...
If you want run tests, pass -Dtest=true to meson
and run "meson test" at the end.

Dos Gateway Interface was introduced by Arachne browser.
I tested two cases:

Not finished yet, but I added to motivate myself and others.
The goal is to get a few seconds faster builds.
autotools still will be available.
