jasper f9952e51b1 Use hw.ncpuonline for num_cpus::get() ...

This affects the number of jobs cargo will spawn which previously didn't take
take into account whether or not hw.smt was set.
Also implement num_cpus::get_num_physical_cpus() while here.

Patch has been merged upstream already.
