millert e2a13edbc0 Update to syslog-ng 3.32.1. ...

Newer versions of syslog-ng have an "openbsd" module that supports
sendsyslog() and /dev/klog.  This makes it possible to use syslog-ng
as a replacement for the stock OpenBSD syslog daemon.
