pirofti 4278fc1b41 Update libcerf to 1.10 
This comes with a couple of important changes among which a major library
bump and a migration from autoconf to cmake. More details here:

  http://apps.jcns.fz-juelich.de/src/libcerf/CHANGELOG

Also patched the manpage install directory.

Tested with gnuplot and all seems fine.
