To have smokeping start at boot time, you have to adapt
${SYSCONFDIR}/smokeping/config and insert the following into /etc/rc.local.

if [ -x ${PREFIX}/bin/smokeping ]; then
	install -d -o _smokeping /var/run/smokeping
	echo -n ' smokeping';	${PREFIX}/bin/smokeping
fi
