Fix gedit build on non-clang archs
...
Like a bunch of gnome projects gedit assumes C99 support by default.
Make it use ports-gcc on non-clang archs to avoid the same problem when
C11 support by default will be assumed.
"fine by me" says bcallah@, who proposed another fix.

bump all the py3 things, _SYSTEM_VERSION didn't quite work out how
...
we expected and it's easier|safer to do it this way than fiddle with
pkg_add now. thanks aja for update tests with a quick bulk.

Stop setting CONFIGURE_STYLE in Makefile.inc but explicitely add it to ports
...
that need it; in the future more and more ports will move to meson build anyway.
I first though I'd set CONFIGURE_STYLE in gnome.port.mk but it's too fragile
(MODULES list must be sorted very carefully).
Less magic is good.

Add a MODPY_PYOEXTENSION variable.

Beginning with Python 3.5 .pyo files are no longer used and
have been replaced by a more flexible scheme that includes
the optimization level explicitly in .pyc name (See PEP-488).

move more bits and bobs into MODGNOME_TOOLS to make it more clear which

tools are actually used.
This commit replaces
MODGNOME_DESKTOP_FILE with MODGNOME_TOOLS += desktop-file-utils
MODGNOME_MIME_FILE with MODGNOME_TOOLS += shared-mime-info
MODGNOME_ICON_CACHE with MODGNOME_TOOLS += gtk-update-icon-cache
(some prettyfication will follow shortly)

In x11/gnome ports we use disable-static inconsistently, usually to get

rid of static module archives; but since we end up manually removing the
libtool la files anyway, just don't bother setting up the tag.
