Satoshi Asami 62eda254b9 As per prior decision, move NO_LATEST_LINK from zsh to zsh-devel. As
it is obvious from their names, NO_LATEST_LINK should have been in
zsh-devel/Makefile when it was committed.

We will revisit this issue after the release.
