patch 8.2.4532: suspending with CTRL-Z does not work on OpenBSD

Problem:    Suspending with CTRL-Z does not work on OpenBSD.
Solution:   Adjust #ifdef for SIGTSTP. (Stuart Henderson, closes #9912)
