patch 8.0.1336: cannot use imactivatefunc() unless compiled with +xim

Problem:    Cannot use imactivatefunc() unless compiled with +xim.
Solution:   Allow using imactivatefunc() when not compiled with +xim.
            (Yasuhiro Matsumoto, closes #2349)
