patch 8.2.0246: MSVC: deprecation warnings with Ruby

Problem:    MSVC: deprecation warnings with Ruby.
Solution:   Move _CRT_SECURE_NO_DEPRECATE to build file. (Ken Takata,
            closes #5622)
