patch 8.2.4461: MS-Windows: garbage characters on stdout with VIMDLL

Problem:    MS-Windows: garbage characters on stdout with VIMDLL.
Solution:   Don't call gui_focus_change() when about to quit. (Ken Takata,
            closes #9840)
