patch 8.2.4723: the ModeChanged autocmd event is inefficient

Problem:    The ModeChanged autocmd event is inefficient.
Solution:   Avoid allocating memory. (closes #10134)  Rename
            trigger_modechanged() to may_trigger_modechanged().
