Mostly manpage-shuffling according to the changes in the corrigendum,
wording changes and more idiomatic expressions.
All this is finished up by marking the POSIX 2013 conformant tools
with
.St -p1003.1-2013
which is not available in older mandoc builds or nroff, but which
reflects what we actually did, so who cares?
This is a huge step and it's not far until we can release sbase 0.1.
1) Get rid of strtop(), which was a NiH-version of estrtonum().
2) Boolean-style-fixes.
3) Update usage, reflecting num-idiom, also update manpage accordingly.
4) Don't break after usage().
5) Rewrite main loop with *argv instead of argv[i].
6) Don't play around with who < 0 and stuff.
7) Rename status to ret for consistency.
- add .Os, it is mandatory.
- don't redeclare .Nm when it's not needed.
- fix some warnings (checked with mandoc -Tlint).
- remove some leftover old stuff.
This commit adds the renice command and its man page,
it also introduces some fixes:
* Makes nice command more solid, it also makes it respect POSIX return values.
* Fixes estrtol, which produced a misleading error on out of range errors.
* Fixes chgrp.1 NAME section.
