patch 8.2.4948: cannot use Perl heredoc in nested :def function

Problem:    Cannot use Perl heredoc in nested :def function. (Virginia
            Senioria)
Solution:   Only concatenate heredoc lines when not in a nested function.
            (closes #10415)
