patch 8.0.1437: pkg-config doesn't work with cross compiling

Problem:    Pkg-config doesn't work with cross compiling.
Solution:   Use AC_PATH_TOOL() instead of AC_PATH_PROG(). (James McCoy,
            closes #2513)
