patch 8.2.4199: MS-Windows: Support for MSVC 2003 is not useful

Browse Source 
Problem:    MS-Windows: Support for MSVC 2003 is not useful.
Solution:   Remove the exceptions for MSVC 2003. (Ken Takata, closes #9616)
