patch 9.1.0607: termdebug: uses inconsistent style

Problem:  termdebug: uses inconsistent style
Solution: termdebug: deprecate numeric values for v:true/false,
          fix white space style in the plugin
          (Ubaldo Tiberi)

closes: #15304
