patch 8.1.1654: GUI: screen updates from 'balloonexpr' are not displayed

Browse Source 
Problem:    GUI: screen updates from 'balloonexpr' are not displayed.
Solution:   Update the screen if needed.  Also avoid the cursor being
            displayed in the wrong position.
