patch 8.1.0865: when 'listchars' only contains "nbsp:X" it does not work

Problem:    When 'listchars' only contains "nbsp:X" it does not work.
Solution:   Set extra_check when lcs_nbsp is set. (Ralf Schandl, closes #3889)
