patch 8.1.2027: MS-Windows: problem with ambiwidth characters

Problem:    MS-Windows: problem with ambiwidth characters.
Solution:   handle ambiguous width characters in ConPTY on Windows 10 (1903).
            (Nobuhiro Takasaki, closes #4411)
