patch 9.0.1347: "gr CTRL-O" stays in Insert mode

Problem:    "gr CTRL-O" stays in Insert mode. (Pierre Ganty)
Solution:   Do not set restart_edit when "cmdchar" is 'v'. (closes #12045)
