patch 8.2.0055: cannot use ":gui" in vimrc with VIMDLL enabled

Problem:    Cannot use ":gui" in vimrc with VIMDLL enabled.
Solution:   Change the logic, check "gui.starting". (Ken Takata, closes #5408)
