patch 8.2.1806: MS-Windows with Python: Vim freezes after import command

Problem:    MS-Windows with Python: Vim freezes after import command.
Solution:   Use either "NUL" or "CONIN$" when reopening stdin. (Yasuhiro
            Matsumoto, closes #7083)
